Citizen-Based Ground Water Resources Planning
For many years and in many parts of the country, water resources planning has typically been a top-down process for citizens by governmental entities. State government provides an prime example of this situation, but planning also occurs at other levels. Realizing that people are more likely to support that which they create, citizen involvement in the ground water planning process is becoming more prevalent. In some states this means that citizens groups are advisors to the process, while in other states the groups are in charge of the planning process with governments providing support. Texas has led the nation with the latter method, which is being emulated, at least somewhat, in other states. In this session, we will bring together the experiences of those who are at different stages in the planning process. We seek papers that discuss the challenges, successes, failures, and suggestions for improvements to citizen-based planning processes.
