2011 Ground Water Summit and 2011 Ground Water Protection Council Spring Meeting

Implementing CO2 Geosequestration Programs

Wednesday, May 4, 2011: 4:00 p.m.-5:00 p.m.
Frederick (Hyatt Regency Baltimore on the Inner Harbor)
During this session the topic of geologic sequestration of CO2 to moderate climate change will be discussed from technical, regulatory, and practical perspectives. As the EPA prepares to implement its UIC Geosequestration Rule, the issues of program delegation to state regulatory programs, funding, staffing, permitting processes, data management, public outreach, and training will reach critical mass. Developing a strategy for implementing geosequestration programs will play an important role in the success or failure of full-scale implementation. Overcoming the obstacles to successful implementation of full-scale geosequestration will involve innovative thinking, legal decisions, practical approaches, and regulatory flexibility. This session will address the barriers to and needs for state implementation of geosequestration programs, including modeling of plume movement from both the regulatory and industrial perspective.
