An Overview of Iowa Water Rights Law, with a Case Study in Western Sioux County
"An overview of Iowa water rights law will be presented. The presentation will discuss specific application of the Department of Natural Resources' water allocation permitting system to a case in Western Sioux County, where a localized water usage conflict arose. The conflict involved rural water systems and general agricultural irrigators. The nature of the conflict was principally one of overall water availability in a limited area. Emphasis will be placed on how the Department utilized general water rights concepts and focused them on the local situation to attempt to derive an equitable solution."

Michael K. Anderson, PE, Iowa Department of Natural Resources Michael is the senior civil engineer working in the Department's water allocation program. He has held his present position since 1990, and worked with the Department since 1984. He has a Bachelor and a Master's Degree from the University of Minnesota in Minneapolis.
