Tom Michel is the Deputy General Manager of the Harris-Galveston Subsidence District (HGSD) and the General Manager of the Fort Bend Subsidence District (FBSD), both are in the greater Houston, Texas area. He has worked for HGSD since 1988 in a number of different roles, as the Deputy GM for the last 12 years. He has also worked for the FBSD since its creation in 1989 and as the General Manager for the last 12 years. He has a Masters degree in Public Administration and a Bachelors degree in Computer Information Systems from the University of Houston – Clear Lake.
