North Plains Groundwater Conservation District
Mr. Walthour has 30 years experience in subsurface geology and groundwater management. He joined North Plains Groundwater Conservation District as its general manager in 2007. Mr. Walthour served for 15 years with the Edwards Aquifer Authority as a geologist, a Permitting and Enforcement Program Manager and the Compliance Coordinator. He is a board member of the Texas Alliance of Groundwater Conservation Districts and the Groundwater Management Districts Association;and a member of the NRCS State Technical Advisory Committee and Panhandle Regional Water Planning Committee.
