The Nebraska DNR is an agency tasked with managing surface water and hydrologically-connected groundwater resources in areas of Nebraska determined to be fully and/or over- appropriated. Management is directed by state statutes, but implementation mechanisms are guided by the "best available data" relating to complex and evolving supplies and demands. To that end, the NDNR has developed a number of scientifically-based tools to provide the quantitative feedback to the decision-making process. Examples include total-water budget integrated modeling, single-well analyses, basin water supply formulations, and excess flow diversion accounting.
