Wayne M. Sinclair

Wayne Sinclair was sworn in as an Inspector with the Connecticut Department of Motor Vehicles in June of 1983. He began his career assigned to the Dealers and Repairers Division, transferring to the department’s Commercial Vehicle Safety Division in 1986. At the time of his retirement, he served as a Lieutenant in the Commercial Vehicle Safety Division where he was the Commanding Officer of the Field Operations of the Division. He also held command positions in the department’s Motor Carrier Safety Section, School Transportation Section, Anti-Theft Unit, Traffic Safety Unit, Hazardous Materials Transportation Safety Unit, Motor Coach & School Bus Safety Unit, and the Department Communications Section.
Wayne spent several years as the division training officer and was an Instructor for the Connecticut Police Officer Standards and Training Council. Nationally, he served and continues post retirement as an Associate Staff Instructor for the United States Department of Transportation’s Transportation Safety Institute.
Wayne has been involved in the federally recognized Outreach Program COHMED (Cooperative Hazardous Materials Enforcement Development) since 1988. COHMED is now a program of the Commercial Vehicle Safety Alliance. He has served four years as COHMED Region One Chair and went on to serve a two-year (maximum) term as the COHMED National Chairman.
He attended the Connecticut Police Academy as part of the 26th Protective Services Training Troop. He is a graduate of Three Rivers Community Technical College, and Holy Apostles College.
After his retirement from the State of Connecticut, Wayne formed Northeast Transportation Safety Consultants where he specializes in providing quality motor carrier regulatory and hazardous materials transportation training and audit services. He is also co-founder of New England Transportation Safety Associates.
