Colorado Groundwater Flux

Fifty years ago, Colorado passed the Water Right Determination and Administration Act, starting down a path developing some of the most precise groundwater administration in the world. Groundwater regulations have largely been driven by the goal of preventing well pumping impacts on senior surface water rights. In the past, this has stifled acceptance of innovative ways to utilize aquifers. However, Colorado has evolved its groundwater administration and continues to do so in an effort to facilitate innovative aquifer management as a solution to address some of the State’s daunting water storage and drought contingency challenges.

This presentation will celebrate Colorado’s 50 years of historic water administration and will describe regulatory adaptation for the future. We will also discuss how technological advancements in groundwater science are allowing us to realize aquifer storage advantages within a strict regulatory environment.

Dave is the Groundwater Team Leader for LRE Water. He is a collaborative, team-oriented Hydrogeologist with over 20 years of experience in groundwater services, water resources, project management, and environmental sciences. He is responsible for coordinating and organizing teams of diverse subject matter experts and providing technical leadership to solve today's water resource challenges. His work focuses on innovative groundwater solutions including riverbank filtration, managed aquifer recharge (including aquifer storage and recovery), soil aquifer treatment, groundwater modeling, and land subsidence evaluation. Dave is the American Water Resources Association - Colorado chapter past president. He has a B.S. in Geology from Syracuse University and an M.S. in Environmental Science and Engineering from Colorado School of Mines.



Joshua Godwin, Aurora Water, Aurora, CO
Joshua Godwin is the geohydrologist for Aurora Water. At Aurora Water Joshua manages the groundwater planning and ASR development. Joshua holds a bachelor’s and master’s in Civil Engineering, both focusing in groundwater, from the University of Florida. Prior to joining Aurora Water, Joshua worked for an engineering firm in Florida simulating and mapping floodplains. Before Florida, Joshua worked for an environmental firm in New Jersey developing groundwater models for expert testimony, hazardous waste cleanup, and municipal supply.
