Database of State Regulatory Oversight of Geothermal Heat Pump Installations

Under a subcontract to the Geothermal Energy Organization, NGWA compiled in 2012 a database of state regulations related to geothermal heat pump installations. Detailed description of regulations applicable to specific GHP disciplines and locations include the following: (1.) agency name, address, telephone number, and website address; (2.) contact person(s) name, address, title, telephone number, and e-mail address; (3.) licensing and permitting requirements; (4.) grouting requirements; and (5.) heat transfer fluids. The state regulatory oversight database supports the provision of efficient, cost-effective systems, reduce initial installation costs, enhance consumer knowledge and confidence, and protect groundwater resources. This in turn will result in greater public confidence in geothermal heat pump technology and the professionals providing these systems. Together, all of this should increase commercialization opportunities and create jobs while maximizing renewable natural resources. This presentation will be of special interest to the Geothermal Energy Interest Group.

Kevin McCray, CAE, is the executive director of the 13,000-member National Ground Water Association. Now in his 28th year with the Association, he has been executive director since 1995, where he also serves as the chief executive of the National Ground Water Research and Educational Foundation. McCray has served on a number of water-related advisory groups including the U.S. Water Resources Export Council, the U.S. EPA/AWWA Comprehensive Integrated Resource Cooperative Blue Ribbon Panel, and the Kellogg Foundation Ground Water Education Consortium. In addition to dozens of articles, he has authored or compiled six books for the groundwater industry.
