The Korea Groundwater and Geothermal energy Association(KOGGA) was established in 2005 by the GROUNDWATER ACT. KOGGA is the only statutory organization regarding groundwater in Korea and carries out researches, studies, educations, techinical developments, publications, PRs and achieves assigned duties managed by the Ministry of Environment(ME).

To support local government and manage groundwater facilities systematically, KOGGA issues certificate for performance guarantee of restoration, performance of ex post facto management, management situation&performance and confirm career for techinical manpower, groundwater influence investigation report. Also, KOGGA established Korea Groundwater and geothermal energy Test Center(KOGTC) and carries out measuring geothermal conductivity test
