The Role Efficient Irrigation Plays in a Comprehensive Water Management Policy

The drought in California, flooding in Texas, water quality in the Chesapeake Bay watershed, and groundwater use throughout the United States are driving policy makers to review all uses of water. With approximately 70 percent of all freshwater going to irrigation, a spotlight on how water is used, conveyed, and stored for irrigation is growing brighter and hotter. How does irrigation policy affect groundwater use? Are irrigation policies at odds with groundwater policies? What’s worked? What hasn’t? These are just a few of the questions that will be explored during this session.

John Farner is the government affairs director for the Irrigation Association. He directs the government affairs programs and personally serves as the IA’s chief liaison to Congress and the Executive Branch, focusing on issues relating to agricultural and turf/landscape irrigation. Prior to joining the IA, John served as legislative staff for two members of Congress, director of legislative relations for the American Nursery and Landscape Association, political director for the American Academy of Dermatology, and special assistant to the U.S. Secretary of Commerce, where he served as Assistant Director of the Secretary’s Office of Business Liaison.
